Platforms¶
Southeast Asia's information environment runs on a small set of platforms with sharply different operational characters and an uneven country-by-country distribution. WhatsApp dominates personal messaging in Indonesia, Malaysia, Sri Lanka and the Philippines. LINE dominates Thai messaging at a structural level no other regional messaging app reaches. TikTok carries election-cycle video at scale across the region. Facebook (and Facebook Groups) remain central to public discourse in five of the six focus countries. Telegram operates as a channel-distribution platform and as the scam-economy hub for the region. YouTube carries longer-form video and a documented audit-trail surface. X (formerly Twitter) carries the political-discourse layer at smaller scale than the messaging platforms but at higher density on contested political content.
The Platforms section sits as the platform-level reading of the country pages and the tipline-routing work. The country pages carry the regional grounded reads of each environment. The tipline cards (Cofact Thailand, MAFINDO Kalimasada, Meedan Check, Sebenarnya AIFA) carry the operational form of platform-matched intake. This section aggregates the platform-level patterns the country pages share, with a per-platform page laying out what the platform looks like for working verification and counter-disinformation work in SEA.
The seven pages below document the platform's operational character, not the platform's design or business model. The toolkit's interest is in what a working desk has to know to verify content the platform distributes, what tipline architecture matches the platform's ecology, what S-class admonitions fire by default on platform-routed material, and what tool combinations carry the verification load.
Platform-by-country dominance¶
The pattern matters operationally because tipline architecture, verification routing and source-protection posture all change with the platform-of-origin. The table below summarises the dominance pattern documented in the country pages.

The cells are coarse-grained. A working Indonesian fact-checker handling a WhatsApp-routed political claim, a Facebook-Group-circulated communal rumour, and a TikTok election-cycle clip in the same week is operationally normal. The point is that the platform-of-origin shapes the verification workflow: WhatsApp-routed material requires consented tipline submission per the S5 routing, Facebook-Group material requires admin-moderation-aware Pillar 1 work, TikTok material requires keyframe extraction before reverse-image work, and the cross-platform propagation pattern most clips show in 2024–2026 means a single case often expresses multiple platform-of-origin signals simultaneously.
The seven platform pages¶
The pages below document each platform's operational character at the depth a working SEA fact-checker needs.
The WhatsApp page covers the dominant personal-messaging platform across Indonesia, Malaysia, Sri Lanka and the Philippines. End-to-end encryption means S5 (private group collection) fires by default; the tipline architecture (MAFINDO Kalimasada, Meedan Check, Cofact, AIFA) is the operational substitute for the inability to scrape.
The LINE page covers Thai messaging. Cofact's LINE-native operational form is the worked case. The LINE codec compression gap on audio and video material is the documented forensics caveat.
The TikTok page covers the video-first election-cycle platform. Keyframe extraction before reverse-image work is the verification-routing handle. The short-form character means deepfake clips travel quickly and watermarking is harder to recover at the user-facing layer.
The Facebook page covers Facebook and Facebook Groups together. Public discourse on Facebook, closed-group rumour propagation on Groups, and the IFCN-gated Meta Content Library access barrier sit inside the same Meta ecology. The Facebook Groups subsection carries the affordance-specific reading.
The Telegram page covers channels and the scam-economy hub. Public channels are accessible for verification; private channels sit in S5 territory. The cross-platform.apk distribution patterns documented in Fact Crescendo Sri Lanka and in regional scam-economy work are the operational anchor.
The YouTube page covers longer-form video. Verification dynamics differ from TikTok: more metadata to work with, more reverse-image and frame-extraction surface, the Citizen Evidence Lab YouTube DataViewer is the documented tool.
The X page covers the political-discourse layer. Buzzer networks, rapid spread, smaller scale than the messaging platforms but higher density on contested political content. Information Tracer and the Maltego / Gephi network-analysis stack carry the verification work.
How this section sits with the rest of the toolkit¶
Reading is per-platform on a current case. A working desk handling a LINE-routed Thai voice-clone scam opens the LINE page and the Thailand country page together. A working desk handling a WhatsApp-routed Indonesian deepfake opens the WhatsApp page, the Indonesia country page, and the MAFINDO Kalimasada tool card together. The platform pages aggregate the platform-level patterns; the country pages anchor the per-country operational reading; the tool cards carry the per-tool detail.
